Bale, and to a much lesser extent Afleck in Batman v Superman, are the only ones who give him a roughed up voice. And it's for the same reason, also the same reason Kevin Conroy gave him a deep voice - to make Batman sound different than Bruce Wayne. Both for the viewer - it helps follow the narrative if it's made perfectly clear which headspace he's in - and for in-universe reasons of making him harder to identify.

Most voice actors who do Batman who aren't Conroy attempt to follow his lead, except when the game or show is specifically trying to invoke the feel of the Adam West series.
