It's been established in the comics that Batman actually disguises his voice when he's in-costume so nobody confuses him for Bruce Wayne. It also makes him seem more intimidating, or at least that's the intent.

The problem is that each new iteration is a little more Flanderized than the last. Kevin Conroy's voice acting for the cartoons and video games is iconic, but Nolan's Batman films really cranked up the gutteral factor and most depictions now follow from that trend.
