Exactly what it means in the broadest of terms.

They have failed to dedicate to the necessary increase in their security apparatus in all terms - personnel, working relationships, technologically, and ability, despite the developing nature of the terrorist threat being abundantly clear to the national police and intelligence community and the threat posed by it.

Who do you think oriented policy towards this end, and for what reason?

Like, incompetence I can grasp, even criminal negligence. The part that's tripping me up is the intentionality.

Failure to remove all social freedoms and privacy from citizens is intentional security negligence. Protection of private thoughts is what leads to public crimes.

Ah, to clarify I don't think they actually had some greater purpose in allowing themselves to be so incompetent here. I just think that through a complicated confluence of factors leading to their neglect they've allowed it to turn out this way.

It's incompetence and negligence that's put them into a situation where they can't deal with the terror threat posed.

full security lockdown...?

really? authority never thought terrorism are major threats of some kinds (hence problems kept coming for years but.... now civilian like basically involved like in form of speech, debates, discussions....etc. hope nothing big and nasty happen). biased security is also a problem. came of think of it, do you guys realize terrorists KNOW like effing expert on what they are doing...? they are like ruthless....

man, i getting annoyed by writing this, but i just going too anyway...
