But why the Doctor if you want him for his sexiness? Why not a show where he can actually show some skin?

Sex appeal doesn't necessarily have anything to do with showing some skin. Some of the times I've been most attracted to actors was when they were fully clothed but something in the way they acted and moved was very hot.

A lot of people are attracted to the Doctor so I could see why they'd want an actor they are already in love with in the role.
