yeah I would not approach it but I absolutely would keep an eye on it and call the cops if it ever looks like there's abuse going on. and if it's still tangled up when animal control goes on-duty that is also an option though idk what your animal control does with dogs :/

also who the fuck leaves their dog outside while they're not home? especially since it's in the back yard which makes me think it's not playing guard-dog duty, and since it's tied up I assume there's no doggy door.

(also I agree with the anon who said chaining dogs up is a Bad Thing. It can be dangerous for the dog.)
