Fanservice is putting the characters into suggestive situations/poses (some of which might be queer) for the general titillation of the audience. Queerbaiting is imo more specific. It's deliberately inserting lots and lots of shippy undertones to drag in viewers specifically interested in queer relationships, while overtly going the 'no homo' route.
So, Hannibal is fanservicey, Supernatural is queerbaity.
