...did they say otherwise?

I mean, it's obviously true that women can wear what they want. But I'm pretty sure the secret is suggesting the opposite - that in a situation where they could absolutely get away with wearing "comfy" clothes and no makeup (because the fashion stick isn't typically very high, or at least, stereotypically, at geek spaces) OP wants to put more effort into their appearance.

OP is implying that cute clothes, makeup, hair and others are required for a presentable image. No cute clothes, makeup, hair and others =/= presentable image.
