Well actually Pikachu can't evolve without a thunder stone. Ash has offered to evolve him but Pikachu doesn't want to. In any case, pokemon who evolve only via stones are a somewhat different from pokemon who evolve by other more natural means. And since Meowth ostensibly wants to evolve so he can properly rival Giovanni's Persian to win Giovanni's love, it's weird that he doesn't battle more.

Nah, that's their excuse as to why he can't learn Pay Day.

Which is garbage because he's been shown to use far more than four moves.
