With the exception of the choker, those gears look like they could plausibly have some function as an extension of the hydraulic arm pieces. The vast majority of steampunk accessories aren't actually functional, so the difference is between people who just glue gears to things, and people who just glue gears to things in a configuration that looks vaguely like it might be meant to do something.

Also, it's neat looking, and that's enough for fashion.
