I'm not sure you're entirely correct about everyone being grossed out if Sebastian wasn't drawn as good-looking. People ship some fucked up stuff. Good-looking characters just mean more people ship it.

As a fashion statement, as long as it looks cool I don't see why it matters if it's not logically consistent with what you'd expect steampunk to look like.

Obviously steampunk as a genre deserves a bit more thought.
