Of course not. Self harm isn't ever "okay".

The point is that even if you were to go around reporting every single community and every single tag, it would still come back and spring up under another name because it's been prevalent on the internet for ...decades, probably.

Beyond that, the problem of policing it is greater than "it's wrong", since it's a consensual exchange and it's usually near impossible to prove that there's any actual harm coming from it (unlike, say, sharing child porn or bullying).
