it's because people don't want their art to be anime except most their influences are anime and they know jackshit about the fundamentals or caricature so ends up looking like this garbage

(i'm not ragging on anime as an influence btw, there's some legitmately great stuff out there.)

That doesn't make any sense. Fans who are looking at the fanart already know it's anime. Also I have seen fanart that is not so repulsive looking that deviates from anime style. That is really no excuse.
