For both 1 and 2, you can try Fluxx - it's super fun (though more with the 2-4 bracket, I think), and just cards, and doesn't have to be particularly long, though length varies. Best Fluxx is Star Fluxx, imo (it's the sci-fi edition, and has lots of super fun cards).

I don't know if this would be a bit much for people who haven't played much, but I think Eldritch Horror is a really great game. It's pretty involved, and takes some time to figure out on the first playthroughs, and every session can take up to 6 hours (depending on how many people play). You can play with 2, but also up to 8, and it's great either way. Though this is a bit above your price range.

Also for 2, maybe try Once Upon A Time. it's a storytelling game, so everybody's actually telling a story together, using cards. It's pretty cool, and can be lots of fun with the right group. It might run longer than 45 minutes, though.

I was looking at Eldritch Horror! I think it might be great to play with my sister.

Once Upon a Time looks like it might be fun (I watched a video of it). Not sure how imaginative other people in my group are.

I seriously adore Eldritch Horror. It's SO satisfying to beat.

I've played Once Upon a Time with people who aren't necessarily "storyteller" types, and it's worked okay. Because you have the cards for prompts. If anything, sometimes if everybody's a storyteller the game can get way long and involved XD
But yeah, it's hard to know how it'll work with a specific group until you've tried.

Oh, another game which is pretty light and fun is Dixit.

For card games, there's also the card version of Monopoly which is superior to regular Monopoly in every way (i.e., actually fun).
