To expand on that--She couldn't win if she was too take-charge and strong, even though she was the captain, and she couldn't win if she asked for lots of advice and considered what other people thought because that was "weak." It felt to me like the character couldn't win in many people's minds no matter what she did. Add in a sometimes poor writing and it gave lots of excuses for people to hate her. TBH I loved her anyway, despite the flaws.

This. DS9 is my favorite Trek series, but Janeway is my favorite captain. And Voyager is my second favorite overall.
