So do straight guys, by other straight guys who think they're too girly. Or who just don't like them. And it's a generic insult on 4chan. I don't think having it used against you is quite all that matters in whether you get to use it.

It's used as a degrading way to say "gay guy" though. Sort of like the word "queer" has been reclaimed; it could be used as an insult to someone who is actually not queer but that doesn't mean that person should use it themselves.
