Geniuine question: Could he have actrually run anyway?

He was born in Calgary, Alberta, Canada. Now, yes, he is a US citizen, but there are exactly three requirements for president - be a natural-born citizen of the United States, be at least thirty-five years old, and
be a resident in the United States for at least fourteen years and I'm not sure he qualifies as natural-born. However, natural-born citizen has never been fully defined. It seems to me that if you are born on US soil (including territories, bases, and embassies), then, that is natural-born. Even though Cruz was born to a US citizen, which gives him birthright citizenship in the United States, I'm not sure I would call that natural-born, though many scholars apparently do.
