I don't think it's always queer baiting. I mean, that's when they tease and have no intention of following through. This? These guys have no real control. They're having fun. Especially in this case, Falcon and Bucky have a lot less chemistry than the actors themselves who rib each other. I think that's part of it. I do that with my friends. Joke about dating and stuff.

To be fair, Anthony Mackie would have chemistry with a rock. There are very few people he doesn't have ridiculous amounts of chemistry with.
