Are they doing that weird thing like Phantom of the Opera where one of the French characters has a French accent and no one else does?

To be fair, the animated movie did that so it wouldn't be so surprising.

This is true. Though at least in the animated one Belle had a lack-of-accent whereas Emma still sounds British even in just that one 'hello'.

But in the live Cinderella weren't the characters doing (or already had) British accents, even though in the animated one they're American? It seems to be a thing.

Yes. They did the same for Maleficent.
Accents tend to be a director/producer choice. IIRC Historically, period pieces tend to have characters all have British accents to give off a regal or old timey feel since the most well known royal family is the British royal family, and considering the popularity of Shakespeare's works in pop culture even to this day it's easier to hold onto your suspension of disbelief if everyone has an easy(ish)-to-understand British accent.
It's a lot less common in films to have people speak in their normal accents, such as Sofia Coppola's Marie Antoinette. A lot of people I spoke with who have seen the film told me that it threw them off and ruined the film for them, though it didn't bother me.
Not sure how this film is going to play it out.

As long as they're not doing that weird Phantom of the Opera movie thing where only one of the three leads could sing.
