How is Belle least sexualised? Is she really less sexualised than Elsa or Rapunzel in the films themselves, or is this a "how fandom treats them" thing?

Someone who knows movies better than me please explain: If filming and post-production are all completed (judging by the CGI effects), why is it not premiering for almost a year?

They may not be. This is only a really small part. Like how we got a Frozen trailer before a lot of the movie was actually done.

I'm betting for dubbing and autotuning. Emma Watson went on the record as saying she can't sing, then when production ramped up said she was excited to start voice lessons. Just once I want a movie musical where "they sang so well" ends right there and is not followed by "for people who've never sung before." For awhile they were going to add the songs from the Broadway show into the movie, but now they're out, and I'm betting it's because Dan Stevens couldn't handle "If I Can't Love Her" and Emma Watson couldn't handle "Home."

I doubt CGI is fully completed. They probably showed the stuff they have done. I'm sure stuff like the Beast still need some fine-tuning. Also, they still have to add the score and foley sounds. They might actually have reshoots to do, which can happen after principle filming is done. And I've heard Ewan might redo his lines.

Mostly, though, it's that the studios choose release dates very carefully to maximize profits. They take into account when school kids have off and what holidays there are (across the whole world) and also what other movies are coming out (their own and competitors). This year they've got Jungle Book and Pete's Dragon coming out, so they'd flood the market to have another live action movie this year. They're also going to want to do a marketing blitz. I think it's nice to also have some breathing room to make sure things are working right.

Seconding what people said about it probably not being ready, and there's scheduling as well. Disney's had success with spring releases for their live-action fairy tale movies, so I'm sure that regardless of how ready it was that's when they would release it.

I dunno if Emma Watson's up to it, since she's said in the past she can't sing, but as talented as Anne Hathaway is, she's already done her award-winning musical turn, and if they're leaving "Home" from the Broadway production out, Belle doesn't really get a showstopping solo. Me, I'm bitter Hathaway didn't play Christine in Phantom of the Opera opposite someone other than Gerard Butler.

I'm kind of disappointed that it looks like it will be an exact copy of the animated Disney movie. Seriously, what's the point? I would have been interested to see a slightly fresher take on the story.

There's a French version that came out in 2014, and there are, or at least were, fan-made subtitles if you don't speak French. It's gorgeous and not the Disney version, and maybe slightly weird.
