Well now, that's just patently untrue.
"I want it and I can't pay for it" alone is another reason. Then there's "I want it but it's not available in a language I can understand" "I already own this but I'm too lazy to dig up the physical copy of it/it's on another computer/etc" "I want to make a GIF and it's easier to download an ep than rip one from my DVD" and it goes on and on.

So you're saying if you're a monolingual English-speaker in Japan and can buy a manga in Japanese there, but not in English, it's okay to pirate the English version online?
I can understand if you already own it.
Well there you go. There's more reasons than just "I want it and don't want to pay for it."
