Like rape survivors, writing about the experience in a less-threatening (ie. fiction form) environment can help them deal with the trauma.
But please, throw them in jail, too! Throwing the baby out with the bathwater never ends badly. /sarcasm

Also, most people who read/write that stuff are victims who are looking for an outlet or people who have no connection to RL stuff at all and for whom it is just a kink (often tied to interests in BDSM stuff where the child stuff is a more extreme version of that).

Some people are sickened by Interracial marriage. Some people are sickened by Homosexuality. Some people are sickened by heterosexuality. My Girlfriend is sickened by seeing people eat tinned tomatoes. Not all of those things are equal, sure (Tinned tomatoes are the fucking worst) but it does demonstrate why we need a standard higher than "Sickening" to jail someone.
