Uh, except government having far reaching powers, particularly over "superheroes", is how they ended up with Hydra and how Bucky ended up tortured/brainwashed into being their tool. They say this in the movie itself. Steve has every reason not to trust the Sokovia Accords or the UN at all.

Um, just because governments with far reaching powers are fucked up doesn't mean that super-powered paramilitary groups should just be able to run around willy-nilly or does a country like Nigeria just not get any say when a mostly white-American group decides to storm into their country and accidentally help blow up some innocent brown people?
