Where this parallel doesn't hold is that unlike IRL (I hope), governments in the MCU are demonstrably corrupt as hell. In Iron Man 3, the Vice President was working with terrorists to commit treason. WS showed that apparently HYDRA has infiltrated the highest levels of the US government. The World Security Council when it was active wanted first to nuke New York and then pushed for Project Insight. Apparently there was even more fuckery in Agents of SHIELD but I don't watch that. I did however see Incredible Hulk, where General Ross ran roughshod with the might of the US military all over Rio, a college campus, and Harlem. And now he's the guy running point on the Accords. I didn't need to see the secret prison to know that wasn't going to end well.

So while in real life I would say, "Don't trust the UN, they're a useless bureaucratic talkshop with no real power," in the MCU it's probably more accurate to say, "Don't trust the UN, they're probably HYDRA or AIM or fucking aliens in disguise for all we know."
