While he looks really weird like that, and while I strongly disagree with the side of the fandom that lightens darker-skinned characters to make them more palatable to themselves, knowing the DA fandom I can only assume that whatever outrage this image has sparked, it's disproportionate.

From the colour of the shadows it does seem like the lightening was deliberate, but sometimes people who have little experience with different skintones can go overboard with their highlighting. I'm not comfortable with passing judgment without knowing if this is motivated by racism or simply an unfortunate mistake brought on by lack of skill.
