GIMP (http://www.gimp.org/) can do that and it's free! (Although the secret poster kind of needs to chill.)

Yeah I know GIMP can do things, but I personally was never able to get my head around it. *kinda dumb* I already can do stuff like that with my Opencanvas 1, but I know there are people who have no idea how to work anything and can't find stuff other than paint 'cause I know quite a few people who are like that. It bugs me when people go "it's not that hard" when for some people, yes it is. @__@
