I don't think the Tories are that different from US conservatives, in that cutting access to services so "those" people can't have them is used to get poor and middle class people who benefit from those services as much or more than the demonized "other" on the side of the rich people who stand to benefit if public services are cut and privatized. It's not like they'd suddenly give up on privatizing the NHS if all the immigrants (are we talking one generation or all Muslims or all brown people or what?) left. Cutting social services is not an unfortunate side effect of refugees or immigration, it's the desired end result for the Tories.
