Yes! Like, by the time LOTR rolls around, the idea of anyone willingly deciding NOT to try to use the Ring, and trying to destroy it instead, doesn't even *occur* to him. So he doesn't put two and two together when Frodo is found in Cirith Ungol and instead thinks that Frodo must've been some random spy, and doesn't even bother to guard Mount Doom even though, if he had thought of it, he could have certainly spared a few orcs for a guard even while assaulting Minas Tirith and Erebor/Mirkwood/Dale, and Frodo and Sam would have been utterly screwed.
