1) Is the way they treat you different than how they treat others? What are they doing that might be flirting? Have you tried flirting back?

2) Nobody can tell you how to be you. Only you know that. But if you like this person, ffs just ask them out on a date and don't mince words about it. Say "date", make it clear you mean a date, and then you'll know if they were flirting or not.
