I don't even know how to explain this without saying shit I'm not allowed to say, but...my fucking work. The fucking bureaucracy.

All right, so there's Policy A, and following Policy A means filling about Form B. Form B is a nightmare, but we all did the best we could with it. Well, a few months ago, we come to find out that literally no one in the entire company is filling out Form B correctly, so they tell us that they're going to give us formal training on filling out Form B. This in itself is obnoxious, because hey, if everyone is getting it wrong, doesn't that point to a problem with the form rather than with the people?

But oh, it gets worse.

A month ago, we have a meeting where we're told that we should not be invoking Policy A under most circumstances, and that we therefore should not be using Form B under most circumstances. Prior, we had all been told that Policy A was the rule, and that we could be fired if we didn't follow it, but now, suddenly, a VP was telling us that it's actually the exception, and that the auditors should only be looking at one to two Form Bs a month. We are told that any employee can choose to not follow Policy A, without approval from a manager.

Last week, I choose to not follow Policy A. I get an email asking which manager signed off on me not following Policy A. I reply asking for clarification on whether or not a manager needs to sign off, since a VP said that we all have the power. I am told that yup, sure, managers need to sign off.

My manager is like "...um what."

OH ALSO. I have supervisor authority and I have been told by my manager that I am able to sign off on exceptions, but her assistant will not let me do certain things and higher ups get on my ass if I do certain things.

Basically, right now, I don't know what is expected of me at my job and it's driving me fucking nuts.

Sounds like Policy A and/or Form B is one of those things that sounds like a good idea conceptually, but doesn't work well in practice, so now people are backpedalling and trying to blame everyone else's handling of it rather than the feasibility of the idea to begin with. It's now entered an experimental period where everyone is fumbling around trying to see how to make it work, hence the flip-flops in direction, but no one is ready to let it go.
