Oh, absolutely! I'm thinking of the stories where OCs are the main focus, and it's not something, like, "a day in the life of the average citizen of the Avengers' NYC." I have even read some exceptional fics with OCs that were or became important to the canon MCs, and that takes a lot of freaking skill. Skill that is not easy to come by -- just going law of averages here. Most don't manage that, and doubling-down with art just feels...masturbatory.
