All my Catholic schooling, alter serving, and Sunday school teaching has given me the impression that hell kind of appeared when Adam and Eve ate the apple/Lucifer fell, and from then on, all the bad people went there until Jesus came to save everyone. There's a story that when Jesus was dead for the 3 days, he went to hell to save all the Old Testament people and all the people who acted in Christian ways but were of other faiths. Dante wrote The Inferno about the 9 levels of hell where people go if you were born after Jesus ascended into heaven and died without repenting.
