Italy and Spain are by the far the BEST for the actual experience, but you WILL face at least one pickpocketing attempt. That's not unsafe in my opinion since you recently did New York and DC, where wandering in the wrong neighborhood could've resulted in mugging, but it can be annoying.

France is, in my experience, a little better in that regard (though some people tell me it's just as bad? I felt like I blended in more in France though). If you could figure out New York, you can figure out Paris. Traveling in the south is lovely.

Vienna's a great city, and safe. You can do daytrips to Budapest and Prague, which are even more beautiful and have more interesting cuisines (only thing I like in Vienna is the coffee).

Amsterdam is awesome, safe, and has the Van Gogh museum. A-plus would recommend.

If you won't do London, why not Edinburgh?

P/S: If you choose Vienna and don't want to leave the country, definitely do daytrips to Hallstatt and Salzburg. Especially Hallstatt. Your breath will stop if you're at all into photography.
