I actually used to know someone who worked for a big corporation and whose job was to comb through all of the incoming email from the general public and forward or otherwise deal with things as needed. He did respond personally to certain things beyond just a form letter. I don't know how much he dealt with himself or forwarded vs. just ignored and how much of the stuff he forwarded ever was dealt with satisfactorily, but at least with a big company there is probably someone who actually looks at the email.

This was before Twitter, and Facebook was only just getting started, so I don't know how those options compare.
