Did you miss the quotes around "protecting victims" meaning it's not actually about protecting victims? The rest of us appear to have understood it...

It is unclear, when you put quotes around "protecting victims", whether you mean "people who do bad things while pretending to be protecting victims" or "the so-called claim that people care about protecting victims, which is really about something else"

I, personally, would understand putting quotes around protecting victims to mean something closer to the second - to mean that the person is calling into question the whole concept.
