Uh. Shorts under business-appropriate skirts look uncomfortable, inelegant, and unnecessary. Business-appropriate skirts are usually long and straight and have no reason to flow up.
Also, as pointed above, shorts aren't long enough to cover the zone where thighs rub. I'd still go with powder. Or pants. Business-appropriate pants all the way.

Surprise surprise, bodies are different and clothes are different! Powder doesn't work for me either, because I have incredibly sensitive skin. People just have to deal with my shorts-under-skirts habit.

You do know that a) they make underwear-type shorts that are designed to go under skirts and b) said underwear-type shorts do not show whatsoever when worn correctly, right?
