There are these key track stops you can attach to the track for windows that slide sideways that will only let you open them to whatever point you put them or you can put a piece of rebar (or something similar) in the track that is a couple of inches shorter than the track - the windows could be open a couple of inches, but no one outside could open them further without a lot of effort on their part.
