I've seen some profiles where people list "here are things I tag, let me know if you need me to add a tag" so people who are proactive researching what/who they follow can take action to try to keep their dash the way they want it. I think that's better than announcing "you must tag this!" and expecting everyone to read it, but it's still not a perfect system because it relies on all parties being reasonable.

Then again, Tumblr is kind of a terrible system anyway.
