You personally didn't mention the community side, but similar arguments to yours often do.
I've seen people who seem to take the position of "I don't like this word because it is a slur, therefore no one should use it ever". I'm assuming AYRT has as well, and that they included the second paragraph as a pre-emptive rebuttal to it, just in case.
Or the second half of the sentence (possibly the whole paragraph, but definitely the second sentence) was meant more generally.

That said, I do agree with the bit you put in parenthesis, about making sure (when using it in a personal context) that someone's okay with the word rather than assuming.

I don't feel like I can speak for other people. I don't want other people deciding what I am comfortable with calling myself, so why should I get to decide what other people are comfortable with calling themselves? I just don't like blanket statements like "queer is not a slur/was never a slur, so I should be able to always use it with others and they are wrong if they object to me using it for them." (Again, for them/one person, not for the community.)
