They're different from celebs (entertainment) or political figures (who often get turned into entertainment or participate in entertainment through talk shows, late night shows, etc) because entertainment and popularity wasn't their aim. If someone is a "fan" of Brock Turner, no, that's totally not a fandom, regardless of how famous he is or how fascinated someone is with him. If someone "avidly follows" the Westboro Baptist church, it's still not a fandom. Neither of those are the same kind of famous as Kim Kardashian.
