Their deafness is not your problem. If they are having hearing problems then the socially acceptable response is a hearing aid or using the closed captions on the telly. I am going deaf myself (before my forties too), and while I am vain enough to not want a hearing aid, I have accepted that if I want to watch tv without blasting it loud enough to wake up the neighbors then I have to watch shows with closed captions. My medical problem is not their social problem.

And I don't care about the noise level before 10PM because then I can be noisy, but after 10PM? Sorry, rules are rules and I also have to think about the other neighbors I might be disturbing.

A friend's mom had hearing problems at a young age as well and when she was home she had a special amplifier for the TV so that everyone else could watch it normally and she'd be able to hear it (It looked like an old cell phone)

I talked to management today and they said to keep it eye on it over the next week. If she's consistently loud after 10, let him know and he'll send a reminder email of quiet hours to my building. If that doesn't do the trick, call back and we'll figure a solution from there.
