I've heard it called The Missing Stair.

Social groups decide this one freakin' broken stair that inconveniences everyone would be a pain to fix and make a pact to just... step over it. And yeah it's annoying but stepping over it once is easier than driving to the hardware store and buying everything and fixing the stair. One shitty social interaction is less shitty than the drama bomb of booting the asshole. (of course years of shitty social interactions are more annoying than the one time drama bomb, but who has time for that?)

Plus there's probably some "I'm earning good karma points by being nice to someone who treats me awful" justification going on. People like to feel like they're special and more tolerant than everyone else and it's virtuous that they put up with being shit on when weaker people would be quitters.
