Not OP and it's been a LOOOOOOOOONG time since I saw Land Before Time II (where those dinos appeared), but they were two dudes who wanted to steal eggs from dinosaur nests to eat. One was named Ozzy, he was the leader. The other I forgot, but he was the simpleton who was probably the smarter one since he kept offering Ozzy to eat greens instead so they wouldn't go through all the trouble of getting caught.

They got involved with Littlefoot and friends when they swiped one of Ducky's mothers' eggs. Eventually Ozzy gets fed up with Littlefoot and nearly drops him off a ledge, but a couple of T-Rexes save him (long story, the movie involved the kids taking care of their lost baby son) and chase off the duo.

They did have some pretty good back-and-forth with each other if I remember.

Not completely forgettable! I remember them, anyway.

Their egg song is basically the only thing I remember about the movies (which I watched a LOT of as a kid, my special needs brother watched them literally every single day).
