You bring up a really good discussion point involving queerbaiting. I'm of the personal opinion that queerbaiting tends to happen more in the canon. (Hence the Rizzoli and Isles example, using actual canon content and twisting it to make it seem as if the show will contain more queer content than it actually does, but also still using actual Ho Yay moments that happened on the show), but I do think the conversation can extend to what the creators do.

From someone on the outside looking in, Sterek seems like a ship that maybe had a little bit of canon content in terms of actual interaction on the show, but most of the hardcore "queerbaiting" happened because of the production crew behind the scenes. Truthfully it maybe sounds like the Sterek fandom was taken advantage of a little bit? I don't know. That's pretty shitty to say things like "if you just WANT it bad enough it will happen", with no intention to follow through, because even as someone who isn't into Teen Wolf....the Sterek fandom wanted it bad enough for ten fandoms lol. I think the creator could have literally said "Bribe me, send X amount of money per person to this Paypal account and if it reaches XX dollars I'll write in canon Sterek endgame" and he would have had enough to buy himself another mansion.

I do think the actors stuff is kind of iffy. There are several fandoms where actors are super into a ship that doesn't happen. As a quick example, from the Avatar: The Last Airbender, Zuko's voice actor was really into the idea of Zutara to the point where he made lots of tweets and comments and stuff about how he played Zuko as being into Katara and how he would love to have Zutara being endgame etc. This is the dude who essentially "is" that character, and has some sway in how he voices lines and whatnot. But he's still not the creator or writers, who ultimately decide what direction it goes. (And in this fandom the creators grew to hate the vocal Zutara fanbase and got really soured on the ship, which pretty effectively sunk it, if it ever really had a chance of being canon at all, considering how they claimed that Aang/Katara was endgame from moment one.)

I'm not familiar with the "award" thing but just that description sounds shady as hell on their end, and playing with fandom.
