Weird racism of the 60s and 70s

Why did so many dubs of Japanese films of that period give so many of the characters really high and nasal voices? Racism or trying to convey some sort of cultural concept?

I've just been watching a lot of 60s and 70s dubbed stuff from Japan for my media studies course, and I noticed that a huge chunk of the time the dub voice for the Japanese male characters is quite high and nasal. I'm just wondering if there was a reason for it?

Granted, the majority of dubs I've seen from that era are Godzilla movies, but most of those dubs were done by a studio in Tokyo for international release. The studio probably had a limited number of English speaking actors, including your guy with the high pitched voice.
