To be fair, I'm comparing what Clinton wanted to do with what Obama actually accomplished. If she went up against a primarily Republican Congress like Obama did, there would be serious limits to what she could actually accomplish. I think she's better at playing dirty than Obama, though, and that's useful when the other party refuses to even respond to any attempts at a fair deal.
