I think even in the real world Tony was wrong.

Every week governments (and alliances like the UN or EU) decide things that are harm average people purely for personal gain. They fund terrorists groups and dictators. They design trade agreements in ways that will absolutely 100% cause economic problems for the vast majority of people, because some oil company wanted a larger cut of the profits or because some diamond mine owner gave them some cash. We know this happens, people uncover this shit all the time.
