Rose and Nine brought out the best in each other. Rose and Ten brought out the worst.

Exactly what I came here to say. I think Rose and Nine were golden together - they held each other back when necessary, and they helped each other realize their strengths. It was great.
With Ten, they kind of got into a negative loop where they kept on reinforcing each others' bad behavior. I still like Rose, and tbh I'm kind of happy she got (a) Ten at the end to be with and I like to imagine them happy together. But the great dynamics were Rose+Nine and Donna+Ten.

I was just talking to someone the other day about how I loved that Donna made the Doctor be better, by refusing to accept that he couldn't save just one person, or that he couldn't fix something.
