JKR might like writing things on multiple levels ("inappropriate charms on a goat" for example), but I highly doubt she intended that exact interpretation re centaurs and umbridge

It's well known that some extreme racists can't even conceive of the idea of being physically nearby the objects of their revulsion and hatred, and being nearby them in a way that removes the power imbalance that keeps those racists confident in their smug bigotry can probably be just as mentally mindbending as anything more prurient that people seem to love to come up with.

This. And considering the basically complete lack of sex in the books, I highly doubt that she meant to hint to rape.

Especially considering that these aren't the ribald centaurs of much of Greek myth, but rather they're very obviously based on Chiron, who was very much Not Like That.
