I guess the real question is, what sort of jobs are you looking for? Certain career tracks do better on the coasts, which is expensive, than in the midwest. (Anything that involves the written word is almost certainly going to mean starvation in middle America.)

[ETA] Also, are you LGBT? That should also play a major role in your decision, especially if you're transgender. Certain cities in the South and in the Plains states are very LGBT-friendly, but things get real podunk real fast outside the city limits and are typically run by Republicans.

Also, what kind of weather? If you don't mind snow, the west side of Michigan is cheap and mostly safe. If you prefer warmer weather, anything south of Cincinnati should appeal to you. Cincinnati itself is one of the cheapest cities to live in and around, and there's a thriving arts community.
