Where should I move to?

Chicago and Philadelphia are good general ideas, I think, and then a bunch of slightly smaller cities in various places around the country after that, depending on your particular preferences for lifestyle and weather etc. I would kind of suggest against moving to LA, SF, or New York without a more specific plan about jobs and shit. Dunno. There's a lot of places in the US.

I personally wouldn't want to live in Chicago or Philadelphia because they have the highest crime rates in the country with the largest prison population in the world, but that's just me.

Maybe this is just my experience, but I think the reality of life in the United States is that, in general, crime tends to be highly localized in specific areas. This is in a lot of ways an awful crying shame but it also means that, from a practical point of view, you're probably not going to be more personally at risk of crime in Chicago or Philly than you would be in any other major urban area, as long as you live in the right neighborhood, which isn't hard. At the end of the day, if you want to live in a suburb, live in a suburb.

As long as you stay out of the south side of Chicago (as well as northwest Indiana, which is effectively a Chicago suburb) you'll be no less safe than you'd be in any other city of similar size.

My impression of Chicago is that it's expensive. Maybe Milwaukee or the Twin Cities, if you want to be in that region?

It's less expensive than the other major urban areas I mentioned, at least in my experience, which was basically my reasoning for mentioning it.

I guess the real question is, what sort of jobs are you looking for? Certain career tracks do better on the coasts, which is expensive, than in the midwest. (Anything that involves the written word is almost certainly going to mean starvation in middle America.)

[ETA] Also, are you LGBT? That should also play a major role in your decision, especially if you're transgender. Certain cities in the South and in the Plains states are very LGBT-friendly, but things get real podunk real fast outside the city limits and are typically run by Republicans.

Also, what kind of weather? If you don't mind snow, the west side of Michigan is cheap and mostly safe. If you prefer warmer weather, anything south of Cincinnati should appeal to you. Cincinnati itself is one of the cheapest cities to live in and around, and there's a thriving arts community.

Big thing is job market. Do you have enough in savings that you don't have to worry about a job? What sort of career are you looking for? Do you have a car already, living in suburbs is cheaper than most cities. How are you with weather? Because if you haven't experienced a cold winter, that can be quite shocking and the humid Southern summers are terrible.
